Centre plans to raise MBBS Course Fee of AIIMS Institutions

The Human Resource Development Ministry is planning to increase MBBS course fees of AIIMS to up to Rs. 50,000 – Rs. 70,000 per year.

AIIMS Institutions offer the lease expensive medical education in the country with just about Rs.6,000 charged per student including tuition fee, hostel fee and all other charges for the entire MBBS course. Besides, the Government is reviewing the fee charged from patients, currently highly subsidized, at AIIMS institutes.

All AIIMS Institutes have been asked by the Central Institute Body (CIB), which is a top decision making body of AIIMS, to furnish details of the expenditure and revenue generated by 25 November 2019.

After evaluating the inputs from all the AIIMS institutions, a decision will be taken on how to revise the course fees and charges for consultations, medical tests and procedures from patients.

According to the Rule 47 of the General Financial Rules, 2017, the ministries and departments must recover the current cost of providing medical services with reasonable return on capital investment. Currently, the Government contributes nearly Rs. 3,500 crore to AIIMS New Delhi per year and Rs. 300-500 crore each to other functional AIIMS Institutions.

As per the analysis done by AIIMS New Delhi, the Government spends over Rs. 1 crore per student for the entire MBBS course. Currently, AIIMS New Delhi generates only Rs 2-3 each crore. According to the senior ministry official, these institutes have been asked to generate at least Rs, 70-75 crore per every year through charging for MBBS course and patient services.

This decision has created discomfort among students as they feel that the investment in medical education and healthcare is now being decided on business calculations.
